File access involves mechanical movement (unless resided on devices such as ssd) and the location of each file is random. The worst case would be each alternate file located near the center and the rim of disk. Files can be cached but that may also be equally unpredicable. Granted the absolute time is insigificant for desktop applications, the same J might also used in non-interactive cgi and daemon, where the booting time can be longer than the actual processing time for real works.
