Shortcuts wqe are hardwired to the first 3 aciton menu items that you add
and they are enabled whether you have added action menu items or not with
ja.ijs.

In some future release this should be fixed so that the shortcuts are
selected as part of the action menu definition in js.ijs and they should
only be active if defined.

I have updated jhelp to reflect this and have fixed a bug in jijs save as.
