Is this a multiple backpack stuffing problem?

A related industrial problem, "kitting".  What is the optimal use of
components?  Goal: make "in spec" devices using as many of the
components as possible to reduce waste.  Label & measure the components.
Use kitting computer program to select those for particular devices.
Desire a solution close to the global minimum.  Better solutions come
from larger populations.  Of course you find that a particularly bad
part must combine with some "really good" ones.

And finally, consider resistors.  Gold band resistors measure within 5%
tolerance.  Silver bands indicate within 10%.  Of course the
distribution of silver band resistors is two sided having none in the
0--5% range as these have been painted with gold.
