In that case, solutions which generalize to adding a batch of new
items are probably best?

Probably some of the existing solutions are already capable of this
(this, for example, is a trivial rearrangement of the version RE Boss
proposed which in turn was based on Henry Rich's implementation):

1 2 3 0 4 5 6 7 8 9
   3 5 /:@~.@(, i.) 10
2 3 4 0 5 1 6 7 8 9
