I think using digits after decimal point to represent anything but decimal
fraction is a
terrible idea. It is even worse idea to force it on unsuspecting users under
blessings of
standard library.
It might have been an acceptable evil in the days of yore with those
LED-displayed RPN HPs.
Nowadays we have enough computer power and certainly can use some of it to
parse angular
values expressed in decimal degrees, minutes, minutes and seconds or any other
way people
write it.
