I don't know anything about that ncftp download. Note that it is from 2006 and is unlikely to be a version of gnuplot that supports html canvas.
I'm afraid you'll have to install xcode if you want to use gnuplot. The xcode install is pretty simple. If I remember correctly you load the dvd that came with your system (perhaps the 2nd dvd) and click on the Xcode icon and the install is pretty much automatic.
