The question is should PROJ default to PROJ_NETWORK=ON if the PROJ_NETWORK configuration or environment variable is not defined? The current behaviour is that it defaults to OFF behavior.
When https://proj.org/community/rfc/rfc-4.html was discussed, a few people were against automatic network access, hence this default.
The default can also be changed by tuning proj.ini: https://proj.org/resource_files.html#proj-ini
