Thanks to Bas for noticing the problems and supplying fixes.
Since the fixes for the PROJ-data package were minor and no issues has
been reported
with the PROJ release candidate I’ll go ahead straight away and motion
that both release
candidates be promoted to their final versions. I’ll start with my +1.

The PROJ release includes updates to the database contents and bug
fixes. See the release notes below.
The PROJ-data release adds the following transformations grids:
- German Hessen grids
- Canadian RGNC15 grids
- Danish grids for a number of older CRS's
Please test the release candidates and report any issues you may find
