Conda-forge doesn't really go through the release candidate stage testing rounds (or I haven't seen it), so the final release is what triggers the process for a new version on conda-forge. This means there are sometimes new build issues that need patching or work-arounds, which add to a time lag after the source release.
In this particular instance, there is a new and unknown error with running nke.gie on ppc64le. It's not worth the developer time to resolve this issue, as I'm guessing there are very few ppc64le conda-forge users that need high accuracy in Northern Europe (and if there are, now is your time to help resolve one of a few issues). As for OSGeo4W, I've created https://trac.osgeo.org/osgeo4w/ticket/875 to task these updates.
