When harvesting records from OAI repositories there may be some sources
that are to be 'trusted' or 'untrusted'. A trusted content stream would
imply that new records/changes can flow directly into the database, while
untrusted streams would have to flow through the holding-pen for both
human intervention and/or further automatic checking.
To support this there should be a decision procedure for whether a content
stream is trusted. This can be a set of checkboxes in the OAI harvest
configuration, set up on a per-harvest or per-set basis.
