#735: Add RT_DEFAULT_USER

Since uid is not always available in bibcatalog.ticket_submit, we should
make this argument optional, and have a config variable (CFG_RT_CLI_USER,
or similar) that is a default RT account that has limited privs. On RT
currently "cli" is such an account, and the password is (follows IRL)
In this way requests coming in over the web can be submitted to RT using
the requestor to store users email, and without using a particular Invenio
account.
