WebSearch: alternation of quotes in SQPP
* when there are " in the search term, ' are added, and
vice versa
* when a term is "one word" (i.e. no spaces or spaces only
inside quotation marks), operators are distributed without
quotation marks
* tests added for same (fixes #685)
