#647: Limiting the _citing_ papers in citesummary

 In the citesummary format one can do a random search and limit the set of
 _cited_ papers, however there is no way to limit the set of _citing_
 papers.

 When counting papers via the refersto and citedby, this is possible, but
 this is only paper count, not citation count, so essentially the task is
 to allow citesummary format to take a second search that limits the citing
 papers in a similar way to citedby.


 a use case would be:

 find author ellis and citedby date after 2002

 this should work fine as is, but in citesummary:

 find author ellis

 should be able to be supplemented (maybe a new box on citesummary page)
 with citing papers: date after 2002

 so that the summary will include only citations coming from papers with
 date after 2002


 Another possible way to implement this, though it might be confusing,
 would be to repurpose citedby when you choose citesummary.   Or we could
 introduce another operator citerestrict: which does this.
