This branch has been rewritten to _not_ depend on 508-adv...
This should speed the committing of this patch (which helps users stick to
SPIRES syntax if they want)
I've read this commit and tested the functionality.
unit tests for s_e and s_e_q_p pass
This does not cause the failure of any regression tests
I recommend committing
