Check how the WebJournal issue control system behaves when an issue spans on
two different years.
The following problem appeared when transitioning 2008->2009: Issue
52-02/2009 (read: issue of last week of 2008 + first two weeks of 2009) was
created, but the issue control system listed 53/2008 as a pending update for
this issue, making impossible to create issue 03/2009.
