#478: BibRank: numpy should be optional

Invenio only recommends to install numpy, for citerank family of methods.
If numpy is not present, the word similarity and other methods should run
fine. However, they don't. Hence numpy should be made really optional,
or else promoted to be a required dependency. The former is preferable,
naturally.
