#547: BibHarvest: post-process CLI options

The current post-process configuration for OAI harvesting would benefit
from having the option to specify command line arguments to the various
post-processing steps. For example, in order to enable repository specific
parameters to reference extraction or storage locations for harvested
content.
This change will most likely require some database schema changes to the
oaiHARVEST table to store such parameters, in addition to updates in the
OAI admin interface, adding some text-boxes or similar, and plugging in
these options when calling the various post-processes.
