#531: WebJournal: webcoll chosen collections upon issue release

When a new issue is released some collections should be webcolled again in
order to possibly update the access restrictions of the articles (since
articles should move from a restricted collection to a public one at this
time).
It was possible for WebJournal to re-webcoll the current collection(s) of
the articles so that they would no longer be in a restricted collection,
but it is not possible for WebJournal to know the target collection(s).
The target collection(s) reclist must also be updated ASAP or the articles
will not be attached to any collection, making them unavailable (Invenio
will think that WebColl has not yet run)
To identify which collections should be a targeted for WebColl, some
configuration options could be added to the journal XML configuration
file.
