#436: bisched should clear bibsched.pid when no longer valid

In case of crash of bibsched (or in case of a machine non cleanly
rebooted) bibsched might halt without having the chance to clear the
bibsched.pid file.
Upon bibsched start, if this file is found to point to a non existing
instance of bibsched it should be removed/cleared.
Currently, if bibsched.pid exist but no bibsched is running, it is
impossible to run bibsched.
