This is now available in my branch
'340-citesummary_links_too_narrow_minded'. I solved the problem in the
most general way I could think of by massaging the data before it went
into the citation summarizer. This seemed easier than extending the
citation summarizer and the templates with special-case logic for
additional p and f arguments.
There are also tests to catch this in the future, and some mild sort of
kwalitee improvements.
