 I would have two answers for this question:

 For the first search syntax "find author thomas and williams", you should
 replicate what the SPIRES syntax does, i.e. trigger a search for last
 names only.

 For the second syntax "author:thomas author:williams", this is clearly a
 search in the word index and as Tibor said, the expected behavior is to
 search for words, i.e. make no distinction between first, middle and last
 names.
