 a command like

 bibrank -w citation --id=868808,296879 -R

 deletes the entire citation dictionary.   I believe this is correct
 behavior, but it is not documented correctly:

 -R, --recalculate         recalculate weigth data, used by word frequency
                           and citation methods, should be used if ca 1%
                           of the document has been changed since last
                           time -R was used


 In fact it reads as though it would recalculating the statistics for the
 document referred to as "the document" that might have changed a bit...

    The easiest solution is to fix the documentation a bit...
