I think this is such a rare need for regular Invenio installations that it
should be sufficient to simply document the procedure in the Howto part of
the wiki. (Which brings up once more the question of speeding up the
migration to Trac.) We would write many similar admin-related recipes
there like "How to migrate Invenio installation from one box to another",
and this particular recipe would be very adequate to live there as well.

That said, we could indeed introduce a new `inveniocfg` option named
something like `--perform-siteurl-change <urlold> <urlnew>` that would do
everything you mentioned plus stopping the task queue etc as needed, but I
would not allocate much priority on this, when compared to other open
tasks that deal with more frequently encountered issues.
(BTW note that I called the option with a prefix like //--perform// in
order to better distinguish it from //--update// and //--reset// family of
options, since this option would do an update and a reset and some more
operations behind the scene, as it were.)
