textmarc2xmlmarc: initial release
* Initial release of the textmarc2xmlmarc utility. (closes #145)
* Note: taken from old cv5tx sources and slightly updated. Was
previously living in the CERN specific repo.
* Note: beware regarding the output of tag 001. We should make
flexible CLI options to influence its output behaviour depending
on the planned use, similarly to xmlmarc2textmarc.
