generate_keywords() should use a layered approach.
E.g. the core layer of the routine can return a Python object such as
(('keyw1', 143), ('keyw2', 34), ...).
Then the output layer can take this and generate HTML cloud, MARCXML, SPIRES
output, or anything we may need.
