#58: WebSubmit File stamper to be customizable to stamp top layer instead of

By default stamps generated by the !WebSubmit file stamper apply to the
background (pdftk "background" option) of the document. This is not ok
when the stamped PDF has a white background layer, which does simply hide
the stamp with this setup.
It should be possible to customize the options so that stamps are applied
to top-most layer (pdftk "stamp" option) in order to avoid such problems.
Corresponding !WebSubmit functions should also gain this option.
(Note that stamping should not always be applied to the top -most layer,
as some stamps might have a non-transparent background that could hide the
document itself)
