#23: Remove 'TextColor' item from WebComment FCKeditor toolbar

Since submitted comments are washed from potentially unsafe attributes and
tags, it does not make sense to offer the 'TextColor' item in the toolbar
displayed for WebComment input form (as the "style" attribute will be
washed away). This item should be removed from the default settings.
Behaviour of other toolbar items should also be checked.
