1) Currently, when admin wants to delete a comment (say spam), the
comments are hard-deleted. This is not so good for mistaken comments.
It would be better to soft-delete them in order to keep track.
E.g. we can introduce a status flag that says whether a comment is
active or deleted.
2) The admin interface should be updated to offer an easy way to see
deleted comments, and offer a possibility to undelete them.
3) When the soft-deletion of comments is introduced, we can also
introduce a feature of `automatic inactivation' of comments that, when
CFG_WEBCOMMENT_NB_REPORTS_BEFORE_SEND_EMAIL_TO_ADMIN is reached, would
move the given comment automatically to the `pending' bag, and alert
the admin to take an action to inspect and approve/reject given
comment.

Ad 3) -- when a site chooses to automatically inactivate comments
reported by the end users, then pending moderator action, these
comments should be displayed in the Detailed record tab in a special
half-shown half-hidden way, like:

This comment has been reported as abuse.
After approval, it should be made visible definitively, and we should
perhaps even withdrawn the UI option to report it as abuse.
After rejection, it should not be displayed at all.
