Personally I think that this would be preferable.  You can't predict how some
subsidiary researcher will want to mine the data in the future, and the easier
it is for them to scrape things right off the web interface, the the admins
get hassled about providing database dumps.

Comments are sometimes used to highlight typos or mistakes in the documents,
that get fixed once the document is revised. It would then make sense to
"hide" that comments submitted prior to the revision, in the same way as
previous files are hidden once a file is revised.

Eg:

V  Comment 9
   Comment 10
   Comment 11

Ideally users should even be able to view the comments that correspond to a
specific revision.

Alternatively, instead of hiding comments, a small note could be added along
each comment to specify for which revision of the file the comment is valid.
