Currently the WebAccess "submit" action takes two parameters "act" and
"doctype", which allows different access restrictions per doctype and
actions. It is sometimes necessary to have restrictions based on the category
chosen on the first page of the submission (combo* input form). Currently to
have different access restriction per category one must workaround by coding
special WebSubmit response elements and functions, which is inefficient.
Adding a new "combo" parameter (name of the parameter is still to be thought)
to the submit action would help solve this problem.
