Currently restricting a collection who has physical daughter collections,
will only restrict the searching capability of that specific collection,
while searching and accessing records owned by daughter collections is not
protected. Thus currently it is necessary to explicitly restrict all the
collections you want to restrict.
This could be solved by having restriction propagated from father to
daughters. Webcoll would calculated this. A collection might be restricted or
not in a triple status fashion:
0: not restricted
1: restricted. acc_authorize_action should be called on this collection
2: father restricted. acc_authorize_action should be called on the
(grand-)*father collection.
