As discussed with Travis 25th Jun, the following tasks are needed to improve
ticket based communication:
-install the RTFM extension to RT3: wil show comments in a thread
-change the "see this ticket" link in bibedit to "edit" and the link will be
the jumbo ticket view in RT3
-add hovers containing at least the ticket subject over the ticket number in
bibedit
