Invenio comes with many great features like commenting, reviewing, baskets,
submitting...
Indeed on some installations the above feature should be globally disabled or
enabled based on authorization.
(e.g. imagine a repository whose data will always arrive through harvesting,
or a repository where commenting should not be allowed)...
For this a whole new set of CFG_ variables and WebAccess actions should be
created.
