After recent updates of the access control engine from
sam/fix-websubmit-demo-part-2, the web test case
test_bibedit_access_collection fails. (It was okay after
sam/fix-websubmit-demo-part-1 though.)
I've merged the branch anyway, so it is rather urgent to fix this issue. :)
