When trying to match MARCXML input records against the database,
one criteria is to match controlled fields such as
CFG_BIBUPLOAD_EXTERNAL_OAIID_TAG (035).  However, this controlled field may
have a notion of provenance (institution etc) who attributed this field
value, and this provenance information is
stored in $9. So bibupload matching should respect the value of $9, otherwise
a mismatch can happen.

This is also important for other controlled tags such as keywords
in order so that bibclassify won't overwrite keywords downloaded from INSPEC,
or ones detected from a different taxonomy, all stored in the same 653 tag
with different $9 provenance information.
