Reordering collections ("Move up/down") fails when all the siblings  have the
same internal 'score' to define the position, since internally reordering is
performed by swapping the scores.

Note that this might be a non-issue if collections are always added to the
collection tree using a different score, which seems to be the case at least
since the introduction of the WebSearch interface. However some sibling
collections on CDS happen to have the same score. It is to be investigated
why (older WebSearch interface, manual insertion, bug, etc) and how it can be
fixed (migration script, automatic detection when reordering, manual fix with
MySQL, etc).
