Recently implemented SMS service for sending emergency alert should be
smarter
* only one person should be contacted based on a ROTA system (either
automatic or manual).
* only 1 SMS should be sent for a particular alert in a given interval
* bibsched should send an SMS when a scheduled task is not run after a
certain time (but not all tasks are equally important. So a bibrank shouldn't
raise an alarm but a bibupload via bibedit/webupload shoul. Shall we use
priority and launching SMS only for tasks with priority higher than 0?
