Our custom URL handler should accept multiple consecutive slashes in URLs
everywhere and treat them like a single slash, e.g.
'/search//?p=foo' as '/search/?p=foo'. The former URL is currently giving a
traceback.
The solution could be global, without having to tweak every module.
