Currently the citation indexer throws away any recognized cites
that are pointing to records not stored within Invenio itself.
What is wanted is to store these extcites in a waiting area in a
table that could look like:

   Table rnkCITATIONDATAEXT

   id_bibrec    ext_cite
   ---------    -------------------------
   10           Phys Rev D 23 (1900) 1234
   10           Phys Rev D 12 (1934) 5678
   1234         Phys Rev D 23 (1900) 1234

A program would then regularly operate on this table in order to
alert cataloguers when an ext_cite gets cited more than N
times (N=50) in order to input this document as a regular Invenio
record.

When inputted, the extcite would get removed from the waiting
table and properly processed by the usual citation indexing
pipeline.
