Now tasks can only sleep/stop in positions where task_sleep_if_required
function is called. Moreover signal handler create a new MySQL connection to
perform queries hence they can run concurrently WRT interrupted tasks.

Sometimes when you try to make BibSched task sleeping, you cannot do
it because MySQL is active for the task elsewhere:
