register_exception() should be able to optionally alert ADMINEMAIL by email
about the given exceptional case, if the client code asks for it via some
alert_admin_by_email=True parameter. This would be useful e.g. in case of a
failed fulltext file stamping action.
Enhanced register_exception() would enable any Invenio client
code to use it as a single-stop shop for both writing to logs and alerting
people in case of exceptional cases. Alternatively, a new nice API is needed
that would call both register_exception() and send_error_report_to_admin() as
appropriate.
