When a user submits a file to a restricted collection, it happens that he has
no rights to view the files. The file streaming system should, after checking
all the access rights, check also whether the user is not a submitter of this
particular file, and if yes, grant access, rather than deny it. This should
happen for all submitted files of a user regardless of how the collection is
usually restricted.
