The current PHP-based submission system at CERN does not do much error
checking when it calls webupload. This sometimes leads to a "temporary
submission miss" in CDS. (Not too bad, for the missed records are usually
synced from ALEPH later in the night.)
Either the error checking should be added, or else see task #3179.
