Note that this change will break the current OAI harvesting in BibHarvest
(when the option to extract references is selected), as it calls
refextract using the old style. This should either be addressed by
amending oai_harvest_deamon.py to call refextract with the new syntax, or
amend the calling function in oai_harvest_deamon to call an API function
inside refextract instead (most preferable option).
If you want, we can coordinate this effort and add it to the resulting
branch.
