In a word, yes. "nucl phys b", though, is an interesting case because the
classic(al) SPIRES treatment of the journal puts the "b" in the volume.
But yes, journals should behave in the way you suggest. The CODEN database
has an (incredibly) extensive list of aliases for each journal, which
naturally (and amazingly) are all unique.
