I must admit, I've always been a bit fuzzy on the purpose of 'miscutil'.
 On the other hand, Valkyrie's stuff for deploying a monkey-patch to
python-dateutil post-installation needs to live somewhere, and this
seems like it could be a good place.  (which reminds me, I should
probably get that deployed.)
