As discussed IRL, I'm going to commit the new basic web test
infrastructure and I'll migrate existing WebSearch web test as a first
example.
The other existing web tests should then be progressively ported module by
module to the new infrastructure by a common massive effort as part of
this ticket.
We should also progressively build helper library of useful web test
functions in testutils that will ease the creation of web tests. E.g. a
helper function for logging in, a helper function for text/link
verification, etc.
