#822: BibSched: stopping a sleeping task makes it continue

When a task is in a sleeping state and you tell it to stop it will wake up
the task, but not stop it immediately. Instead it allows the process to
continue to next "breakpoint" before stopping. This is misleading to the
user and can be an annoyance when dealing with tasks having long
sleep/stop intervals.
