In principle, nothing prevents to create authorization for guests users
(you can e.g. decide to create an authorization based on IP addresses).
On the other hand most of the current web interfaces are currently
explicitly requiring users to be authenticated (regarding of
authorization check), and WebSubmit is one of these.
Nothing prevents though to improve Invenio and change this part to
require users to be authenticated only if they are not already authorized.
