#862: WebJournal: stream files even when not webcolled

WebJournal displays articles independently of the corresponding records
restrictions. However files attached to an article (eg. icons) still use
the restrictions of the record. This can be a problem when an issue has
just been released and the corresponding records have not yet been moved
to a public collection: the article is visible in the journal, but the
files are not available (restricted).
It would be good to add a special check when serving files so that article
restrictions are also taken into account (currently, article restrictions
simply depend on the status of the issue, released or not, although it
might change with #860)
